Sustainment work depends on equipment installed across decades, in facilities that cannot admit the tools normally used to explain it.

01 · OPERATING CONDITIONS

Depots, shipyards, and aerospace manufacturing and repair operations run machine tools, test equipment, and material handling installed over long service lives and maintained well past original expectation. Work is scheduled against readiness commitments rather than commercial demand.

The constraints that protect these facilities also limit what can be learned about them. External connectivity is frequently prohibited, and so is software installed on control equipment, which leaves the operating account least available in the place it matters most.

02 · THE DEPENDENCY PROBLEM

Equipment is replaced, bypassed, re-cabled, and re-purposed across decades of sustainment. Each change is reasonable on its own, and each moves the operation further from the drawing that describes it.

The consequence appears at the moment of change. A component is isolated for maintenance, replacement, or upgrade, and a capability elsewhere in the facility stops for reasons that were never written down.

The Government Accountability Office found that equipment exceeded its expected useful life at 15 of the 21 military depots it reviewed, and connected depot conditions to maintenance performance and readiness.
